The Advertisement Fees and Vendor Management System ("the Portal") is an official online platform developed and operated by the Urban Local Bodies (ULBs) of Jharkhand under the Jharkhand Local Bodies Advertisement Regulation 2017 (JLBAR - 2017).

The information, services, and content available on this Portal are provided in good faith for general informational and official purposes only. While every effort is made to ensure accuracy and completeness, the Government of Jharkhand and Urban Local Bodies make no representations or warranties of any kind, express or implied, regarding the information available on this Portal.

Although we strive to keep all information on the Portal accurate, current, and complete, we do not guarantee that:

Submission of any application through the Portal — including vendor registration, OMD applications, re-verification requests, or regularization of unauthorized advertisements — does not guarantee approval or permission. All applications are subject to review, verification, and discretionary approval by the concerned ULB officials in accordance with JLBAR 2017 and applicable government policies.

The Portal and the Government of Jharkhand are not liable for any loss, inconvenience, or expense incurred by any user as a result of an application being rejected, delayed, or conditionally approved.

All advertisement fee payments made through the Portal are processed via authorized third-party payment gateways. The Government of Jharkhand and the Urban Local Bodies:

• Are not responsible for payment failures, delays, or errors caused by the payment gateway, banking systems, or internet connectivity issues
• Do not store or have access to your complete card or bank account details
• Cannot guarantee immediate credit of payments to government accounts due to banking processing timelines
• Are not liable for any unauthorized transactions resulting from the user's failure to secure their payment credentials

In case of any payment discrepancy, users must report the issue to the concerned ULB office within 7 working days along with the transaction reference number and payment receipt.

The Portal is provided on an "as-available" basis. We do not guarantee uninterrupted or error-free access to the Portal at all times. The Portal may be temporarily unavailable due to:

• Scheduled maintenance and system upgrades
• Unplanned technical outages or server failures
• Cyberattacks or security incidents
• Force majeure events including natural disasters, power failures, or government directives

The Government of Jharkhand shall not be held responsible for any loss or inconvenience caused to users as a result of Portal downtime or unavailability.

The Portal contains links to external government portals and websites including the Government of Jharkhand, Urban Development & Housing Department, JUIDCO, Ranchi Municipal Corporation, Digital India, and National Government Services portals.
