These Terms and Conditions ("Terms") govern your access to and use of the Advertisement Fees and Vendor Management System ("the Portal"), an official online single-window platform developed and operated by the Urban Local Bodies (ULBs) of Jharkhand under the Jharkhand Local Bodies Advertisement Regulation 2017 (JLBAR - 2017).

By registering on or using this Portal, you confirm that you have read, understood, and agree to be bound by these Terms. If you do not agree to these Terms, you must not access or use the Portal.

To use this Portal, you must:

• Be at least 18 years of age or a legally registered business entity
• Be a vendor, business owner, or authorized representative applying for advertisement or hoarding permissions within the jurisdiction of Urban Local Bodies of Jharkhand
• Provide accurate, complete, and up-to-date information during registration and application
• Comply with all applicable laws, rules, and regulations including JLBAR 2017

To access the Portal's services, you are required to register by providing valid personal and business details. You agree to:

• Provide truthful, accurate, and complete information during registration
• Keep your login credentials (username and password) confidential and secure
• Notify the Portal administrator immediately in case of unauthorized access to your account
• Take full responsibility for all activities carried out under your registered account
• Not share your account credentials with any unauthorized person

The Portal reserves the right to suspend or terminate any account found to contain false, misleading, or incomplete information.

The Portal provides the following services to registered users:

• Vendor Registration: Registration of vendors for advertisement and hoarding activities within ULB jurisdiction
• OMD Application (Outdoor Media Device): Submission of applications for installation of outdoor media devices
• Advertisement Fee Payment: Secure online payment of applicable advertisement fees
• Track Application Status: Real-time tracking of submitted applications
• Re-Verification: Request for re-verification of existing registered advertisements
• Registration for Illegal Vendor: Regularization of unauthorized advertisements in accordance with applicable regulations

The availability of these services is subject to the applicable rules under JLBAR 2017 and any guidelines issued by the Government of Jharkhand from time to time.

When submitting applications through the Portal, you agree to:

• Submit only genuine and lawful applications for advertisement and hoarding permissions
• Upload accurate documents, photographs, and information as required
• Not submit duplicate or fraudulent applications
• Accept that submission of an application does not guarantee approval
• Comply with any additional requirements or clarifications requested by ULB officials during verification

Any application found to contain false, forged, or misleading information shall be summarily rejected and may result in legal action as per applicable law.

Users are required to pay the applicable advertisement fees as prescribed under JLBAR 2017 and related government notifications. By making a payment through the Portal, you agree that:

• All fees paid are non-refundable unless specifically permitted under applicable rules
• You are responsible for ensuring that payment details provided are accurate
• The Portal shall not be liable for any failed transactions due to technical issues at the user's end or with the payment gateway
• Official payment receipts generated by the Portal shall be the sole valid proof of payment
• Any discrepancy in payment shall be reported to the concerned ULB office within 7 working days

All applications submitted through the Portal are subject to verification and approval by the concerned Urban Local Body. You acknowledge that:

• ULB officials have the authority to approve, reject, or request modifications to any application
• The decision of the ULB is final and binding as per the powers vested under JLBAR 2017
• Approval of an application does not confer any permanent right and may be revoked if found to be in violation of applicable regulations
• You must comply with all conditions mentioned in the permission letter issued by the ULB
• Physical inspection of the advertisement site may be carried out by ULB officials at any time

You must not use the Portal for any of the following activities:

• Submitting false, fabricated, or forged documents or information
• Attempting to gain unauthorized access to other users' accounts or the Portal's backend systems
• Installing advertisements or hoardings without obtaining valid permission from the ULB
• Using the Portal for any purpose that violates applicable laws or government regulations
• Interfering with or disrupting the Portal's infrastructure, servers, or networks
• Impersonating any person, business, or government official
• Uploading malicious content, viruses, or harmful code
• Engaging in any activity that may bring the Portal or the Government of Jharkhand into disrepute

Violation of any of the above may result in immediate account suspension, cancellation of permissions, and/or legal proceedings as per applicable law.

All content, design, trademarks, logos, text, and data available on the Portal are the property of the Government of Jharkhand and the Urban Local Bodies of Jharkhand. You agree not to:

• Copy, reproduce, or distribute any content from the Portal without prior written permission
• Use the Portal's content for any commercial purpose outside the scope of your application
• Modify or create derivative works based on Portal content
• Remove any official government branding, logos, or notices from documents generated by the Portal

The Portal is provided on an "as-is" and "as-available" basis. While we endeavor to maintain accurate and up-to-date information, the Government of Jharkhand and the ULBs do not warrant that:

• The Portal will be uninterrupted, error-free, or free from technical issues at all times
• All information on the Portal is complete, accurate, or current
• The Portal will meet all individual user requirements

Scheduled or unscheduled maintenance, technical upgrades, or force majeure events may affect Portal availability.

To the fullest extent permitted by applicable law, the Government of Jharkhand, Urban Local Bodies, and the Portal administrators shall not be liable for:

• Any loss or damage arising from unauthorized access to your account due to your own negligence
• Any financial loss resulting from failed or delayed payment transactions
• Any indirect, incidental, or consequential damages arising from the use or inability to use the Portal
• Decisions made by ULB officials in accordance with their statutory powers under JLBAR 2017

The Portal reserves the right to suspend or permanently terminate your access under the following circumstances:

• Violation of any provision of these Terms and Conditions
• Submission of false or fraudulent applications or documents
• Non-compliance with ULB directions or permit conditions
• Any activity deemed harmful to the Portal, government systems, or other users

Termination of access does not relieve you of any outstanding obligations, including payment of fees or compliance with issued permissions.

The Government of Jharkhand reserves the right to revise, amend, or update these Terms and Conditions at any time without prior notice, in accordance with changes in law, policy, or Portal functionality. The revised Terms will be published on the Portal with an updated effective date. Continued use of the Portal after any amendments constitutes your acceptance of the revised Terms.

These Terms and Conditions are governed by and construed in accordance with the laws of India and the State of Jharkhand, including the Jharkhand Local Bodies Advertisement Regulation 2017 (JLBAR - 2017), the Information Technology Act 2000, and other applicable statutes. Any disputes arising out of or in connection with these Terms shall be subject to the exclusive jurisdiction of the competent courts in Jharkhand.
